European Union bans 3-Benzylidene Camphor in cosmetic products

The European Commission is prohibiting the use of 3-Benzylidene Camphor in cosmetic products. This decision has been adopted in the wake of the opinion of 18 June 2013 of the Scientific Committee on Consumer Safety (SCCS) considering that, due to a margin of safety below 100, the use of this substance in cosmetic products is unsafe.

Regulation (EU) 2015/1298 of 28 July 2015 therefore amends Annexes II and VI to Regulation (EC) No 1223/2009. 3-Benzylidene Camphor has therefore been removed from the list of UV filters allowed in cosmetic products (Annex VI) and added to the list of substances that are prohibited for use in cosmetic products (Annex II).

Marketers have been granted 6 months to place on the market compliant products and to withdraw from the market non-compliant products after the entry into force of the Regulation. As a consequence, from 18 February 2016 only cosmetic products complying with the new Regulation will be authorised on the European Union market.
