Brazil’s health surveillance agency increases the number of substances prohibited in cosmetics

Anvisa, Brazil’s National health Surveillance Agency, has updated the list of substances that cannot be used in toiletries, cosmetics and perfumes. The new list bans 1,376 substances from personal care products, compared to 423 in the previous list. In addition to the substances in the list, the new text also provides that any substance classified as carcinogenic, mutagenic or toxic to reproduction must be banned in cosmetics.

Actually, the new text is an update of a previous resolution of the Anvisa (RDC 48/2006). It incorporates into the Brazilian law the Mercosur’s Technical Regulation on the List of Substances that cannot be used in toiletries, cosmetics and perfumes, as this type of regulation is adopted jointly by the Mercosur Member States.
