The three ingredients should be prohibited in products formulated for use on babies of less than 3 years (36 months). However, maximum concentration levels would be indicated in order to address indirect inclusion from other ingredients such as perfumery compounds.

The French Agency began evaluating the safety of terpenic by-products in cosmetics with the aim to limit their concentration in 2004, when two neurological side effects were reported on babies. In cooperation with the Agency, Procter&Gamble Pharmaceuticals had to recalled all batches of its Vicks BabyBalm perfumed body cream.
