The Independent Cosmetic Manufacturers and Distributors (ICMAD), the trade association for cosmetic entrepreneurs, will host its annual Cosmetic Technical Regulatory Forum on February 14 and 15, 2013, at the Balboa Bay Club and Resort in Newport Beach, California.
